What is AI claims processing software?

It is an umbrella term, not a product. The label covers everything from a rules engine that routes a file by loss type to a model trained on years of past claims, so the phrase on its own tells you nothing about what happened to yours. The NAIC, the standard-setting body for state insurance regulators, describes AI in claims processing as helping to estimate repair costs and assess damage using photos and historical data.

Which systems actually touch your property claim?

Four layers, usually.

First, estimating software prices the repair. Xactimate, made by Verisk, is the one most property adjusters and contractors use, and it prices work for more than 460 geographic regions. Second, photo and measurement tools generate scope without anyone climbing on the roof, using uploaded images or aerial imagery. Third, scoring models triage the file and flag it for fraud review. Fourth, the core claims system holds the file, sets reserves, and routes it.

Most policyholders never see layers three and four. You almost always see layer one, because the estimate arrives with the offer.

How common is AI in property claims?

Common enough that you should assume it. The NAIC has surveyed insurers by line of business since 2021. Of the 194 home insurers that responded, 70 percent said they use, plan to use, or plan to explore AI or machine learning models in their operations. Auto insurers were higher at 88 percent of 193 respondents. In claims specifically, the NAIC reports that property and casualty insurers use AI for accident image analysis, for estimating the ultimate settlement value of a claim, and for fraud detection.

Does software decide whether your claim gets paid?

No, and this is the part worth holding onto. The NAIC's position is that insurers stay responsible for complying with insurance laws and consumer protection rules when they use AI, that regulators may require a company to explain how these tools are used in claims decisions, and that human oversight remains part of insurance decision-making.

Who regulates AI in claims handling?

State insurance departments, working from a common template: the NAIC's December 2023 model bulletin on the use of artificial intelligence systems by insurers, which many states have adopted or copied closely.

Enforcement is the part that changed recently. The NAIC has been building an AI Systems Evaluation Tool for examiners to use in market conduct and financial exams, so that a regulator walking into a carrier has a standard way to ask what the models do and how they are governed. As of March 2026 it was being piloted by 12 states, with adoption anticipated at the 2026 Fall National Meeting.

Where do automated property estimates go wrong?

Two places, mostly. The first is scope. An estimate is only as good as the list of work it prices, and a scope built from photographs misses what nobody opened up: wet insulation behind drywall, decking under shingles, the second layer of flooring. Software prices what it is told about.

The second is the assumption set. United Policyholders, a nonprofit consumer advocacy group, notes in Xactimate Demystified that the software is generic and best suited to tract homes, and that for a custom-built or historic home, or one in a high value area, the numbers often will not cover what the repair actually costs. Overhead and profit is the other recurring gap. Its guidelines for reviewing adjusters' and contractors' estimates note that a contractor's office overhead and profit on a single family home project generally total around 20 percent, and that Xactimate lets the estimator either include that in the line items or detail it at the bottom. Ask which one you are looking at.

How do you answer an estimate the software produced?

Argue with the file, not the total.

Ask for the full estimate, including the price list version and date, rather than a summary page. Compare it line by line against a contractor's own scope, since a total tells you nothing about what was left out. Confirm where overhead and profit sits. Then put the missing scope in writing with photographs and, where the cause is disputed, a moisture reading or an engineer's report.
